Congratulations for hosting these students. What an amazing opportunity for them.
I have experience with Funnel and TASS. This is how I would set it up.
Parents always sign the offer agreement. Ultimately they hold the legal responsibility for the child. Rotary are an ‘agent’ of the enrolment however they cannot consent to anything on behalf of the parents. They are an important person in the arrangement however consent lies with the parent.
Invoice Rotary as a third party for their portion of the fees and the parents for anything they are responsible for.
In TASS you attach the host family as a second family on a second parent code. I strongly recommend you do not add them as parent two. If you add them as parent two they are essentially part of the biological family which you need to avoid.
As a second family code attached to the student you can then assign Parent Lounge privileges.
This will allow you to separate billing from the homestay and manage that whole section in isolation to the parent.
I was Head of Admissions for a school with many host families and this is how we set up all our families with homestay involved.
