You look to have covered many of the technical components of establishing an effective Gifts-in-Wills program. My additional advice would be, early on, to develop a program-specific Case for Support that you socialise with a number of existing (preferably long-standing) donors. You would ask for their views and opinions on (a) your school openly and personally inviting its supporters to consider leaving a gift in their will, and (b) how to tell that story best, including feedback on your draft Case. It would also be a good idea to be able to know/state that your School has made a minimum 10-year commitment to developing and managing an effective gift-in-will program.
